Don't know how the American community views this, but for quite a while in Chinese DC website communities Shiratori was viewed as a suspect for being boss of BO, with his often suspicious, somewhat devious expressions. But the recent file about his childhood and first love cleared his past from such suspicions. I never believed in it anyways, since he was originally created in movie 1, and then Gosho decided to add him into the series in the same case where Sato was officially introduced.

I thought he was a suspect because he deserves to be a major character.

mainly because of the coincidences of Ran not knowing what his phone number was while in the cellphone arc of DC and his only appearances being before Haibara's debut (really clever foreshadowing?)

Well, he's the same guy from the death of the famous magician episode (ep 96?) and he can kinda see how Ran is doubting that Conan is just a little kid. He could've gathered info on Conan. Suspicious... 

I actually made a bio for him as part of my list of recurring minor characters... - do note I don't think he's suspicious.
Sanada Kazumi, age 27, Magician, appears in 131-133 (Magician double card case), 158 (Kaito kid on a boat), 192 - name mentioned (magic club meeting), 269 - Takagi has tickets to his magic show (Transporting suspect on the train case), 487 - brought up in connection to the mystery house.
