Ep 96's animation style change

So does anyone have the story for why the animators went with the new-look style in this ep? pics below

Isn't it depending on whoever's in charge of the animation for the episode? Also, wasn't 283 the last Traditional animation episode? >_>
I'm just throwing in my 2 cents. I know nothing of how anime works :X

Well this happened for at least a couple of the really big specials back in the day I remember.
I'm assuming they were just given a better budget for those episodes.

Weren't 96, 219 and 263 experiments before they switched to digital animation at 284?

So I guess that they really didn't like how things worked for 96 if that's true, since that would mean they put off this experiment for another 3 years.
I mean, that would make some sense, and for the latter ones that might've been part of it but it just seems weird they would experiment with the longest episodes. That seems like a silly (not really much of a) risk?

You'll get used to it. It ain't easy to keep the same animators for years....the earlier ones were more "cartoonish" ;-)
