I think movie 4 could maybe be the best but it switches between 2-4, most of the time the 2nd movie is my favourite because of the way it expands on the characters themselves. Like Kogoro...

Should catch up on the movies. 
I only watched the first six but I think my favorite would be the first one followed by Fourteenth Target and Phantom of Baker Street. The second one was pretty meh until the last half hour where it had the best climax, the sixth movies stood out for the depth. The first had a bit of everything though.

I don't remember the details of all movies, but the one that impressed me the most was n.7. Heiji and Kazuha's background story was nice, and also the murderer was more interesting than usual.
