While I don't read the manga, I understand that the case they're skipping is the Kaitou Kid one that was hinted at in Mystery Train, so they can't exactly not do it or even put if off for too long..

There's no way they can give him enough spotlight in just one movie that's filled with the cast from both Lupin and Conan though... Maybe they're getting him to do something like stealing with Lupin and make the 18th movie be mostly about Kaito for the new fans

The problem with that the Sera Apple Case(844-846) have to be skipped to air 847-849 directly after Ep 046 remaster , although the continued skipping of Blue Mermaid could be because issues with Sera's voice actor so they are just delaying all the Sera Episodes as long as possible.
