i think shinichi have to tell her the truth. he might even arrange a meeting between ran and the fbi, to make her understand the danger of the situation.
if he doesn't tell her, even if she knows He is involved in a big case, she doesn't actually know how close is the danger to her (in her own house).

now, why he doesn't tell her? because she might be in danger?, Ran is in danger in her everyday life, because she is the daugther of a famous detective (that's what she knows). AND she is in danger because she doesn't know she's frequenting a person who is supposed to be dead!

I think that if he really loved ran, he should have disappeared from her life from the very begining; then she wouldn't actually be in any danger, and she would have eventually found a new guy.
But if he want both: Ran and her security, he Has to tell her. because by keeping it a secret, he might either loose one or both.
