I wouldn't be so categorical, remember episode 176 where she joins him because she wants him to stop calling her a murderer.

Are you actually saying Conan is sanctioning the drug's use as as poison? You are off base. He may have forgiven her for being an accessory given the forcing nature of her circumstances, her statement that she never intended to make a poison, and the regret she has expressed, but Conan isn't going to pretend like her crimes never happened. That is not like Conan. Furthermore, she was going test it out on a human (Kiichirou Numabuchi) and she would have if he hadn't escaped. Haibara was very close to actually directly murdering someone.

Also she had a list of people it was tested on and I'm sure numerous ones were like Kiichirou that didn't get away. So she probably did directly murder someone.
