Well, Gosho did lead us to believe that Jodie was really Vermouth before, so I think it HIGHLY unlikely that Okiya is Bourbon like he wants us to believe. Who would have guessed that Jodie was really FBI, huh? I think he'll surprise us with who Okiya really is. He might just be a new character ya know? And not someone in diguise.
No. The surprise is that Okiya is Bourbon. Besides, reusing the same idea for the same reason is zetta boring.

Wild Theory. The Boss of the BO is critical for the survival of the world. The BO itself must exist or thee world would end.
So Conan, FBI, CIA Etc. is stuck with the BO and they are forced to make a truce.

The worst one I can come up with is Conan has a split personality and is really the boss himself without knowing it. In close second is the boss and even the org doesn't exist because Shinichi is really insane and hallucinating, or in a coma after falling off the roller coaster. In the one out of a googleflop-flop chance that those turn out to be the case, I will buy a plane ticket to Japan and defenestrate Gosho for causing severe mental anguish. :P

LOL this thread is SOOO funny  ;D I have a "theory" myself XDDDD :

RAN is the Boss of the BO, and the reason why she did all that was because she was... JEALOUS. She wanted to "teach" Shinichi a lesson... "Proof":
Spoiler:
Image
At the Tropical Land, have you ever expected that 2 persons like Gin & Vodka would go on a roller coaster just to.... have fun !? NO, but they had to... in order to be bodyguards for...  *whispering* "that person"... What does this following picture tell you... (pay attention to the grey mark I have drawn) ?
Spoiler:
Image
But the horrifying JEALOUSY of Ran hasn't stopped... when she found out somebody had a "crush" on him...
Spoiler:
Image
Once again, she had to test Shinchi's "loyalty" in an evil way... She HIRED a person who will appear and flirts with him...  Can't you tell WHO without asking... ? *whispering* Yes, you're right. The answer just lied itself RIGHT on the next few chapters...
Spoiler:

PS: MUHAHAHAHAHAHAHAHA.......... XDDDDD

The boss of the B.O. is Kogoro Mori (I know that you write it Mouri but for the sake of the theory...) because Mori, comes from Moriarty and Moriarty is the nemesis of Sherlock so Kogoro is the greatest nemesis of Conan.

and now cancel that because there is no reason to believe such a thing especially after episode 425...or more correctly there is no reason to believe such a stupid thing, EVER.

another theory is that at the end of DC, Haibara couldn't make a good antidote so Shinich couldn't come back properly (and he already told Ran his identity) So Ran will cry and say "I want to be with you Shinich boohoo..." and then she will take the drug herself even though it may kill her but she'd still do it and then surprisingly (or actually not, because the drug doesn't have the ability to kill major characters) Ran will become a child as well. And then, Haibara Conan and Ran will all go to the elementary school and Ran will join the DB and then it can be an open ending for this love tringle...

My favorite in this topic is still:
TheBlind wrote: The Boss of the BO is actually Hattori Heiji. That's right people, Heiji. Reason he went to find Kudo the first time was to confirm himself that he was dead but also brought a temporary antidote with him just in case. He quickly suspected Conan to be Kudo and forced him to drink the antidote but since he was not there to witness that change, he had to let Kudo walk away at the end of the case. After this, he went back to his pent house and used all his influence and wealth to get into the Sherlock Holmes tour in an attempt to trap Kudo.

He succeeded when he was able to confirm that Kudo=Conan and having this information established a false friendship as a method to surveillance Kudo. After a few "cases" together he determined Kudo didn't know anything and was ready to finish the job his subordinate could not do until he found out that the same subordinate has being secretly gaining more power in an attempt to kill him and take his place as the Boss. With this new revelation, Heiji alters his plans by aiding Kudo into getting close to Gin and his men to take them down but not close enough that he will succeed in taking down the whole organization. He also added two assistants in the form of Vermouth( his favorite since Heiji loves American Girls as he was been to America and can speak English fluently) and "Ai Haibara" which are under strict orders to aid and leak any information regarding to Gin's part of the BO to Kudo.

When it all said and done, Kudo will be standing there feeling triumphant over Gin's unconscious body with sirens at the distance when he'll hear a friend congratulate him from behind. This conversation will end with Heiji saying "You were the closest thing I had to a best friend Kudo..but Business is Business and don't worry, I'll take care of your girlfriend for you" *Gunshot*

it's kinda creepy how this sounds possible despite being ridiculous.

speaking of wild theories, one of my dreams last night had to do with DC. But manga spoilers because of a character mention amg!
Spoiler:
basically, scar akai was doing some thing that was bad, and then he was shot in the face, and his mask fell off. And then it turned out the person under the mask was Akai anyway. So everyone was like "oh no look Akai is evil!", but then Akai showed up and he was like "what". So then you found out it actually wasn't Akai under the mask, it was actually Bourbon, who was coincidentally Akai's previously unmentioned identical twin. And then something else happened.
pretty sweet theory that solves nothing, imo.
