The case itself was actually fairly well done. I think. It was a bit obvious though, mainly all 3 of them being thieves or whatever. I like silly tricks like this though, and the ending was good. Not much else I can think of though.

Not just Movie 13 (Why would they have Irish disguise as him when he, Rum, could've just provided the necessary info? But none of the events in the movie are canon in the manga—manga canon material can find its way into the movies, but not the other way around—so its not actually evidence)—remember A June Bride Murder Case (File 78–File 80/Episode 18)? The last page in File 80 and the last scene in Episode 18 is Shinichi/Conan narrating how Matsumoto's daughter got married to her childhood sweetheart three years after the first wedding attempt—we see a picture of him carrying her in his arms (a picture taken 3 years after the events of File 78–File 80/Episode 18)... and Matsumoto is standing behind them. Unless DC spans 4 years+ from File 1 to whatever file is the last one (even when Ran says in File 882/Episode 772 that it hasn't even been a year since just before File 1/Episode 1), or Shinichi/Conan figures out he's Rum but allows him to escape, or Shinichi/Conan doesn't figure it out, and he gets away, he can't be Rum. Gosho could also retcon him out of that picture, like he retconned out Fusae Campbell's involvement in the story (File 410–File 412/Episode 421 and Episode 422)—she and Billy seemed to be Shuichi's subordinates in the FBI who were tailing Shiho/Ai and taking pictures of her (File 417–File 419/Episode 335 and Episode 336), but Gosho said in an interview that we can just ignore them. Maybe it'll be the same for Matsumoto in that picture, should he turn out to be Rum.

No such thing has occurred. Just because some people decided to suspect those were the identities of the two people doesn't mean it's what Gosho intended (if he ever wanted us to suspect them to begin with). What you're describing doesn't answer the definition of "retcon". Billy and Fusae were never "retconned" out of the story because it was never officially stated they were, or supposed to have been, those two FBI agents.

Technically, you're correct, but, really—why have the male subordinate look like Billy with the glasses and have the female subordinate look like Fusae with the hat? If they were just two of Shuichi's random subordinates, then why give them features, let alone those features? Why not just have them be featureless shadow people?
You're right about me using the term "retcon" incorrectly, though—if anything, Gosho decided to have them no longer play a role in the plot, hence his, "you can ignore them" comment (not exactly what he said, yes, but that's the gist of it, as I recall). In that case, it would be unprecedented for Gosho to say that Matsumoto really didn't appear in that picture in the last panel of the last page of File 80—he's never retconned characters out of things; he'd have to do so and admit he'd done it because he hadn't planned that far ahead.

Considering that Gosho has said multiple times that he never planned for the series to take off as far as its gone, the 3 years thing can probably be ignored. Its the only flash forward in the series, and it was early enough that many of Gosho's current plans may not have even been thought of yet. The time line is already screwed up enough with all of those "3 weeks later" and "1 month later" things that are all over the place at the beginning of the series. Its probably best to just stick to the "not even one year has passed" and the future being uncertain.
That being said, Matsumoto's voice actor, Katou Saizou, died in Jan of last year and in the manga (future episode spoilers)

So it would seem unlikely that Matsumoto would suddenly get a huge role in the series.
I feel like he is probably gone from the series, baring cameos more brief then what he already gets.

It probably is best to ignore all the time jumps—it makes a mess out of an already messy continuity. The 8-10 month range (my estimate) between File 1 and File 882 with Ran's comment in mind should be the benchmark, in terms of DC's overall length, considering the case for File 882–File 884 was the first case of 2014, DC's 20th-year anniversary, and had a flashback to just before the events of File 1. With how static things were (besides the technology), it's not like he could say even 2-3 years had passed, let alone 20 years.

We had the case about his scar (File 670–File 673/Episode 533–Episode 535), which was his most defining feature—besides that, he's just been Megure's boss. He hasn't appeared since Takagi's kidnapping (File 804–File 808/Episode 681–Episode 683).

Since he's been promoted, he might be appearing as often as anyone higher than his rank appears... which is not at all.
As you point out, he already appears infrequently enough—he's only appeared in 9 of the 269 cases (22 Files out of 935/16 Episodes out of 797) and in one of the 19 movies, The Raven Chaser, in which the real him was only seen at the end, since Irish was disguised as him up until the movie's climax.
