That, in itself, is the reason—he's lazy so often, and since he's lazy so often, he can't figure things out. Yusaku, on the other hand, can be lazy, but it doesn't stop him from figuring things out.

But why is Anokata suggested? We don't even know if he or she exists. We haven't seen this "boss" make any decisions if not in the BO's mouth. Maybe this unknown is a big idle person who doesn't even care and let Gin, Vodka (or anyone else) have the final say.

We know too little about "that person" to even make that kind of assessment—clearly, he/she had quite the input on the Kir will kill Akai plan, though.

Raw brain power—Kogoro has to get out of lazy mode to harness it... Yusaku, Heizo, Shinichi/Conan, Shuichi/Subaru, Heiji, Saguru and Kaito/Kid don't.

Met DC by chance then about 3 hours later it scared the sh*t out of me in Spring 2001 and I ran for my life.

Should Hakuba be included? Technically he's Magic Kaito, not DC.

I'd add Ai and Agasa to this list as well. They're both really smart. Just because they don't go around solving murder cases doesn't mean they aren't. Also, even though he'd be out of his league with the others on the list, Mitsuhiko is pretty smart for his age.
Anyway, from the choices...yeah, I'd go with Yusaku.
