Regarding this matter, i think no one owe other anything. They're helping each other for being kind, caring, which doesn't require any pay back like when you borrow someone's money. Ai's also care and help Conan, i'm pretty sure she will risk her life to protect him when he's in danger, she just hasn't had any chance yet.

About the punishment, i doubt Gosho will let her end up in jail, there must be some kind of other punishment for her in the end, knowing Gosho loves happy ending.

Even if those were true, that still does not absolve her of the responsibility. She developed a drug that was used as an assassination weapon that killed an unknown number of people. And if she was forced, like I said, she'll be charged manslaughter instead of murder in a sense.

Besides, there wouldn't be an AiCon nor her developing an antidote if she was emotionally or mentally killed respectively. She would've been killed - sure, she took her own drug. If she sought Shinichi long before she took the drug, she was betting on that 10% chance that she would shrink instead of die.

Ok, so she did try to kill herself. But she shrunk instead... with no one else to turn to, she goes to Shinichi which she manages to find and reach in her state. That's definitely not someone who's been killed mentally.
