Conan, Ran, Sonko and Kogoro head to Minato Mirai in Yokohama to visit the bike festival "Kanagawa Motorcycle Festival" along with Masumi Sera, who loves bikes.
On their way there, a mysterious and berserk "black bike" appears, jumping over their car.
And chasing it was the "Goddess of the Wind" that Ran had previously seen - Hagiwara Chihaya of the Kanagawa Police Traffic Riot Police.
But after a harsh chase between the bikes, her bike suffers major damage and the black bike eludes her by inches.

When Conan & co. make it to the festival, a white bike named "Angel" loaded with the latest cutting-edge tech is showcased there.
News of the "black bike" appearing in the city reach them, and it's shaked off the pursuit of the Tokyo MPD as well.
Their goal is unknown, but given how the bike resembles "Angel", they call it the "black angel - Lucifer" and the chase resumes.
Who is riding it, and what do they hope to achieve?

And Chihaya recalls her late brother Kenji as well as his partner Matsuda Jinpei for some reason, too...
