To be honest, I wasn't really that surprised by his confession, but at the same time, it will hurt many fans of that unknown police officer who will face the death ( since he is important )... and in the true ending, there must be loses from Conan's side by a way or another. So, here is below the list of police (or secret agent) characters with the biggest chance to die:
1- Furuya Rei/Amuro Tooru/ Bourbon: For me, this triple faces, grey character has the biggest chance to die in the final battle, considering his painful depressing past, his loneliness after losing almost all of his loved ones (including his friends from police academy especially Scotch), and most importantly his great love and loyalty to his country, since Japan is mattering him the most, even if it costs his life for protecting Japan.. And don't forget that his identity is at risk to be exposed by RUM being a NOC !!!
2- Kir/Mesonashi Rena/ Hedimi Hondou: I'm absolutely sure she will die (soon or later), being exposed as a NOC maybe after discovering the fake death of Akai Shuichi.. She is important (to FBI) but her importance is the least as a character in compare to other NOCs or police officers.. and not smart enough as Akai or Bourbon to escape BO, So,....
3- Akai Shuuichi: Also another nominee for death, especially if the matter reaches to protect Haibara even if he throw away his life for her.. as he promised Akemi, and he often says this sentence, So, his death probability still exists
4- Morovoshi Komi: the older brother for Scotch (the best friend of Zero).. I think he (soon or later) will know who behind his brother tragic death after thorough investigation, then finally discover the existence of BO which Scotch infiltrated it as a NOC, and maybe go deeper for the sake of information to get his revenge, so, he will end being killed by the same organization.
5- Miyuaku Sato (from Tokyo Police Officers): You may ask me and yourself why I chose her as a nominee ?? The answer is simple; bcz of a surprising question from one of DC fans to Gosho in SDB BLACK PLUS 60 (or something like this) about the potential for Sato to die while on duty (in the final battle with BO).. And here comes the interesting part.. Or rather, the SHOCK from Aoyama; he said that can't tell (SORRY, I CANNOT ANSWER).. I know it is not a conclusive evidence that she will die 100%.. But I think a bad thing will happen to her at least
.. In addition, there is a hint in movie 13 (The black stalker), when Sato hinted to Takagi or mentioned about the presence of secret organization, or unknown people who are working behind the scenes 
6- Megurie, Shiratori, Takagi, or may be Mori Kogoro (since he is now somewhat involved, and an ex-police officer)...
For now, those are the most important police officers or undercover agents who are at risk to die , and as I told above, I'm sure that one of them must die, or even more than one.. I'm sorry for this post, but it will happen, and Gosho hasnt killed anyone until now; bcz he will spare them to the final
