The anime doesn't have to be animated page by page in order of how it's presented in the manga. Sometimes they can't because of budgeting constraints or traumatizing, real life events. Let the anime staff do as they please.

Technically incorrect. In the anime, Haibara was introduced in the first episode of the year 1999. To be honest, I don't care that much about the ShinRan case. There are way better cases after that that I can't wait to see. They can delay it however long they want ^^
