Is there a reason besides the "we're just kidding"? I think there's a good chance that they might actually do it. Even if they don't make a full movie I'd settle for an ova/special.

I'm not sure Kaito Kid is big enough in terms of character recognition when it comes to the general public to warrant his own movie. Maybe they'll do it eventually, especially if the new anime series is a success in terms of ratings.

Oh he'll be big. He's got to be the biggest known DC character, sometimes he's being referenced as much as Conan these days in the meme world. I've no doubt that if the new anime series would take off, so would the movies.

He's big among fans (and even more so among western fans compared to Japanese fans, I remember this poll where international fans could vote where he came in first) but for a movie to be successful you need the support of the general public and that's what I think the anime series is aiming for.
