Sera is a member of the CIA, but is still in training, so she doesn't know about the BO yet. She keeps tabs on Akai, and found that his status in his file had changed to deceased, so she decided to go to Japan to check on what happened, because that was where he was last reported. The airport she went to happened to be the same one Eisuke was arriving to after he heard back from the CIA saying that he was going into training. He literally bumped into her and accidentally spilled something on her, so he wanted to pay for a meal in apology. While they were eating, Sera mentioned that she was going to Japan. Eisuke tells her that he recently got back from Japan himself and tells her a bit about his stay there, but nothing about what happened at the hospital or the FBI. That was where Sera first heard about Conan and decided that she'd see him while she was there. And that was how another random character from overseas happened to be in Beika. V:

As far as crack theories go...
- Goro is a detective who is a victim of one of the previous versions versions of APTX, which did work in the 'live forever' aspect, but had the side effect of turning people into cats, if they survived.
- Yamamura's stupidity has made the officers he regularly works with go slightly insane, which is how he became an inspector
- Because so many people die throughout the series are dying, the population of Tokyo is maintained by immigrants from China

Yes, this thread is over a year old. Yes, I am posting a reply to a likely dead thread. But this might be the best place to put a crazy idea. I been watching, as some know, Code Lyoko, and was thinking a what if question:

What if the BO Boss was the Code Lyoko XANA. Now I need to wait for CL monsters to appear at Conan's School

Image this happening to Conan. Maybe next time instead of " I learned this ... on Hawaii", he say I was attack by a virtual monster that looked like a squid. and started to remove ... before itself getting attacked and then leaving me smarter then before.
