Ran is on the passenger seat and unfastens her belt for Amuro to do his stunt, Amuro grabs a hold of Ran and they're both on the drivers seat there.

As for why, Japanese cars have the passenger side on the right side. American cars have the driver's side on the right side instead. Thus it can sometimes cause confusion.

What I learned from NCIS: "In the olden days, Officers wore a ceremonial sword, and rode on the left side because the percentage of people being right handed, like today, is very high - (until the 20th century, left-handed people were badly considered and forced to use their right hands, often by having their left hand tied behind their backs). This way, riding your steed in a ceremonial competition, you had the ability of more easily hitting your mark with the sword, i.e. slashing somebody's throat. Therefore, even today people still drive on the left side of the road in the UK and other countries."
