DCTP Pokemon Custom Region!

So here is an idea that sparked in IRC: Let's make our own region! The DCTP pokémon region!
How will this work: We ourselves will integrate a whole battling system similar to the games, with 8 Gym Leaders (With proper badges!), 4 Elite Four members (With proper symbols!) and a Champion. (With a trophy!)
There's gonna be 2 sides, consisting of all the trainers with a title (Gym Leaders and E4) and all the challengers that wish to defeat these 12 recognized trainers. An important note that I wll explain in further detail: Any DCTP user that wishes to participate CAN be on both sides! Let me start by the title trainers.
Every GL and E4 will have a team of 6 pokemons which, by rule, must have a theme, much like any in-game GL and E4. Themes will be explained below. This team of 6 cannot be switched. Once it all starts, those 6 stay!
Every challenger will have a team between 1 and 9 pokemons, being the obvious recommendation to prepare 9 pokemon but less are accepted too if you feel like it. Between these 9, the challenger must pick 6 for every battle. The only difference is that the challenger can switch around their team depending on who their opponent is. However, same as GL and E4, once it all starts, those 9 stay!
The main idea would be to have 12 people offer for being title trainers, organize them respectively and then bring the challengers.... but since we might not even reach that number of players (or participants), here's how it will work: Any participant can be a challenger, a title trainer, or (recommendly) both! The way to separate this will be that a participant CAN'T use the same pokemon in both teams, meaning that they would have to prepare a themed team of 6 and then a new team of 9 for challenging the gyms and E4. With this is mind, then it is possible to create a whole region even if we aren't that big of a number of participants.
To put in an example so it isn't too much confusing: Let's say Conia is a gym leader themed as a fire type trainer, with Arcanine, Magmortar, Rapidash, Ninetales, Typhlosion and Pyroar. Then Conia would make a challenger team, which can't include any of the 6 just mentioned. An example would be: Delphox, Jolteon, Gyarados, Barbaracle, Gardevoir, Chesnaught, Breloom, Avalugg and Drapion. This will apply to every participant that acts both as a title trainer and as a challenger.
Getting interested already? Here's how the themes go: The 6 pokemons of the team must share some feature. Can be a type, a move, an ability, an item. The concept is pretty big and it isn't the idea to have overpowered tittle trainers, since we want the challengers to advance
So these aren't set on stone and some review might be needed for some themes, however this will probably not be the case, but it is good to leave it mentioned. Some other themes that were mentioned: All eeveevolutions, all fossils, all pokemons that are/were owned by an important character in the game (Example: Blue, Cynthia, Diantha, etc). Creativity is always welcomed! GL and E4 can also decide the battle format: Singles, Doubles, Triples, Rotation and Multi!!!
Last but not least: NO legendaries allowed, of any kind or type. Megas, just like in the game, can be used and are restricted to one per trainer. Even in the teams of 9, only one mega evolution is allowed.
