Based on only having 8 players - 1/3 town = 2 BO. (Well, 2 and a fraction, but.) So yeah, educated guess.

in an 8-player game, 3 would be absolutely ridiculous (they'd win unless a BO was lynched on day 1), and 1 would be not many. So, 2 sounds most probable.
