Just as a note since someone brought it up, no I will not penalize you for not PMing me during Prep Phase if you don't have a prep action. I'll just start that on Night 1. 
I'll also be extending this to any phase where you don't have any possible actions to take, however this only applies to a minor amount of special cases, since everyone has a day lynch vote (and though this is frightenable, you wouldn't know until after the vote, so it's still expected that you vote) and most everyone has a night ability. If you know for a fact that it is impossible for you to hand in any actions for a phase for whatever reason (arrested, detained, injured, no night action, whatever), feel free to not PM me, but keep in mind that if you don't hand anything when possible, but then have your actions invalidated anyway (Arrested that phase/discombobulated/etc) I won't let you off the hook.
It's best to just send me a PM to let me know anyway though, if you're one of those chosen few. Just making it so that any players playing to their 100% don't have to remember extra bookkeeping because they hit an empty phase.
