I think this time I have it:

It is 9, because you sum the next and the before numbers of the sequences: 8 and 10
8+10=18, 18:2= 9.
2468 (5) 36912, the same,
10+0=10, 10:2=5.
000 (4) 888, also the same,
0+8=8, 8:2= 4.
876 (?) 192329, following what was done, you get,
5+17=22, 22:2=11.
So the answer is either 2 or 11, 11 would be the correct one if you allow two digits number, and 2 because everything is ivided by 2.

This is interesting. I know it has been answered but note this: The first column has all digits but the 6 and 0 the fifth number in that row should be the missing digits so either 06 or 60. Third Column is missing three digits: 0, 5, and 9 so it could be 59, 509, 950, 905, 95, and 590.Holmes wrote: Lateral Thinking XIII is called "The Missing Number"

54=5+4=9, 117=1+1+7=9, 36=3+6=9
72=7+2=9, 154 is a little tricky but 154=1*5+4=1*9=9, 28 is also tricky 28=(2+1)+(8+1)=3*9=27=2+7=9
the trick to 39 is 3*9=27=2+7=9, 513=5+1+3=5+4=9, working on 42 Got 42 now 42=2*7*3=2+7*3=9*3=27=2+7=9
18=1+8=9, 71=(1+)3*3*2*2*2=4*3*2*2*2=4+3+2*2+2=9*4=36=3+6=9
