There's not that many other groups of characters to show up with. Take out a few members of a group for any one given case, combine some of the groups, maybe throw in a character of the week (Eri, Kaito Kid), and mix and match the cops involved and you get pretty much every Detective Conan case that has been written. "Overexposure" as you put it is pretty much unavoidable given this case setup style. I don't mind it because the focus of the case is usually pretty varied.
