Though Movie 9 isn't great by any stretch of the imagination, Movie 1 suffers from the unfortunate problem of being a bad movie with no mystery.
Gonna have to disagree here, simply because--to use your format--Movie 9 is a terrible movie (but "really good" on the 7-11, 13 scale) with a lackluster, predictable, and downright unsatisfying mystery. Movie 1's mystery wasn't particularly engaging, but the pacing and progression of the movie at least lived up to the strengths of the series. Considering it was released after only 52 or so episodes had aired, I think it set a very good formula down for those early movies (whereas 9 just kept the downward spiral going).

Movie 1 definitely isn't great, but if you compare them point for point, I can't really side with Movie 9 in any capacity. The Kudo & Ran romance subplot was much more developed and interesting in the first movie, whereas in the ninth it was the same old tripe that didn't even live up to the comparable moment from the 8th movie. What I liked most about Movie 1 was that it really was perfectly scaled up from the series and warranted the feature film treatment for the time. By the time the 9th movie had hit, we'd already seen 8 much better (and mostly more realistic) plots.

Of course, there's no doubt that 9 is better than 10-11 and 13, but I just don't really come with the opinion that it's even remotely close to anything in the 1-6 area.
I would agree with the blanket statement made at the end if it covered 2-6, but am not at all fond of 1. To put it simply, DC doesn't work when there isn't a mystery. Even though many of the mysteries are predictable, the interactions between the suspects and the main characters, as the mystery moves towards being solves, are what drives the story and makes it interesting. Movie 1 has only one suspect, and he doesn't even interact much with the heroes. Howdunits can be great when they are 23 minutes, or sometimes even 46, but 1.5 hours is a long time and it isn't even really a mystery in the conventional sense. I don't see how something can be described as "perfectly scaled up" the only real similarity between the movie and the anime/manga is the same characters being involved. The ShinRan plot was alright, but I'm not much of a fan of it and as such I felt like too much time was spent on it.

Movie 1 also felt extremely disjointed- it was constantly jumping from place to place, without much rhyme or reason. If you look at what makes 2-6 good, one of the things that comes up is that they don't waste lots of time going from point A to point B to point C to point D, etc; (this became a HUGE problem starting with Movie 7, though 8 and 9 didn't have that particular issue). 2, 3, 5, and 6 all have very tight settings and while 4 does move around it doesn't do so unreasonably often. While lots of cuts back and forth and random traveling may in theory work to heighten the urgency and uncertainly of the situation I was just annoyed by it.

That being said, you certainly are correct about the pacing and progression of 1 being much better. 1 isn't anything great, but 9 is just ghastly; "yay, case solved, victory for good.... oh wait, Ran is trapped somewhere because of something not related to the main plotline, let's go find her."

Honestly movie 9 have better animation –well, you only have to see the posters ::)- and the plot is more dynamic that the plot in movie one, but I vote for movie one anyway ;D, because this movie was one of the first I saw and I really enjoy the final “Ran-bomb-Conan scene ;).

Y think movie 9 maybe is gonna be the winner in this contest but I must keep loyal to my favorite one ;).

I agree that although movie 1 is not the best, but for the first movie it was quiet good  and enjoyable.
Every time I want to give up on DC, it manages to bring me back, it brings me back feelings I know that I will never ever feel or live again.
