If she can already do that as Haibara WHY THE HELL would she even BOTHER?! XD
As Haibara she'll get to RELIVE HER LIFE- instead of starting off where she left off as Shiho. She can make new choices, have new experiences that only a child can have and even then some. Why go back?
Hold on... when did becoming Shiho become her destiny? You choose destiny- destiny does not choose you. She gets to choose whether she wants to return to a life in which she never had any experiences a child SHOULD have, or stay as a child and grow up again.
Her staying as a child wouldn't be a waste of her character development. In fact, it would open her doors up for NEW character development. Her character development has mainly been learning how to function in a place where the people are right in the head- where she doesn't have to worry about being killed at ANY given time. Her character development has been focused around depending on others and allowing people in besides her sister. I don't know what you define as courage- but that takes a CRAP ton of courage to learn how to do!
Even if she thinks the drug shouldn't have been made, it was... and she can count it as a blessing from a horrible situation.

Eventually she'd be able to tell her dearest friends the truth and with the way she is with them now I don't think she'll have a problem telling them when they're mature enough to accept it.
And when that time comes she'll probably be close enough to Mitsuhiko that that shared secret with their other two friends could start a romantic bond.
