Sure it does. People aren't objective thinkers with their fandoms--if their dissatisfaction with the current state of an ongoing series outweighs their love for the "better days", it doesn't really matter how much they liked a certain character in the beginning. Someone may have liked Kid in episode 76 and, by the 500s, wish he would never show up again and may have voted him here. Seeing a character "evolve" into a state you are dissatisfied with is ample reason to label them your least favorite at the time of polling.
The real question is: Can you figure out who I voted?

Other characters that have been static and haven't shown any change over time, for example: Kogorou (while I like him), you can dislike him for being who he is; he wasn't a different character at any point in the series.
My concern is, pretty simply: Why does it matter if she's someone's least favorite character? I like the Yokomizo brothers, but when someone says they dislike them, I don't wind up the hate machine. Back on topic--I would say she definitely was the strongest in my view in terms of potential development and such, so I'd agree there. The only thing is that Gosho kind of tapped that well until it dried (at least for his intended purpose of her). After she became a staple, she couldn't really be changed
too much without it affecting the "usual" files (I'll get back to this in the next paragraph). All of that aside, you can't really deny that maybe--just maybe--there are those that never liked her character to begin with. You know, people that honestly just didn't care for her entire backstory, her attitude, or her showing up at Agasa's all shrunk and business. For all the reasons you like her, someone else could dislike her and be totally right since it's simply their opinion.
Someone could definitely, rightfully vote Kogorou in these polls, but they aren't likely to (judging from the results, that does seem to be an accurate assessment). The reason being that he is a very inoffensive character--he doesn't really presume upon the viewer or come off the "wrong way" in many situations. His role (as you said) hasn't changed, which is mostly because Gosho doesn't do major changes to core characters (it'd affect the fillers). Apart from the occasional Eri case, his role is very defined and isn't really one that can be disliked to any great extent.
Basically, for some characters, time changes things. If Kid had only showed up in episode 76, I guarantee you he'd have a lot less "least favorite" votes up there, despite the fact his character has not really changed whatsoever--we've just seen way too much of it.
