TLC could either mean "Tender Loving Care", or more likely for this situation: "Translation Check".
PR means "Proof read".

And while some may scoff at the idea of "Tender Loving Care" being applied to anime and manga, sometimes it needs it.  Chapter 676 needed it (someone bug Jd- for the proof), and OVA 8's video needs it I believe.

It needs tender loving care because the quality is bad???

Assuming you're talking about ova8:
I've only seen the workraw, so it's hard to tell what the quality of the primary file is.  However, Jd- mentioned the video having to be worked on or something, so it's likely not the highest quality possible.  :P

Yeah, I was refering to the OVA because I remembered that post where JD said the quality wasn't the best, but was that the reason you said it needed Tender Loving Care??

I think this was mentioned in at least one other thread but apparently, OVA8 is horrible and traumatized some of the staff members.

Well, I don't know the exact process that DCTP uses, but this is how my group does it (in this order usually): Translate (TL), sometimes Translation Check (TLC), Edit, Time, Typeset/Kara (TS), Encode, Quality Check (QC), Distro/Release

DCTP might do it a different way, however.

EDIT: Oh, and this is for anime, not manga.

I had to translate it...
How you kept your sanity is beyond me.
Movie 12 saved me...
That's all I can give you at this time.
